海洋能海上试验场进展及其启示

    Progress of Marine Energy Test Sites and Its Inspiration

    • 摘要: 海洋能技术的成熟度和可靠性需要经过海上试验的检验才能进入成果转化和市场推广阶段。海上试验场可为此提供专业化的公共测试平台。本文概述了海洋能开发利用技术进展,得出潮流能和波浪能技术正处于原型(大比尺模型)海上测试的产业化前阶段;分析了国际上具有代表性的英、美、日等国家的海洋能海上试验场的建设成效,归纳总结了我国海洋能海上试验场建设情况和功能定位。通过总结分析海洋能海上试验场建设运行情况,从政策、资金、建设运行主体、许可获取等方面提出了对我国的启示和相关建议。建议我国加强对国际化标准化的海洋能海上试验场的支持力度,加快潮流能和波浪能技术成熟度和可靠性的检验步伐,促进海洋能技术进步和成果转化,助力我国“双碳”目标的实现。

       

      Abstract: Technology readiness level and reliability of marine energy need to be validated through at-sea experiments. Marine energy test site (METS) would be a professional public testing platform for at-sea experiments. In this paper, the development of marine energy technologies is introduced. We can know that tidal current energy and wave energy technologies are at the stage of pre-commercialization, which need to be tested and validated at sea. Internationally representative METSs in UK, US, Japan and et al. are introduced. Their progress and achievements are analyzed. Then construction progress of METSs of China is summarized, and their functions as well. Through analyzing progress of METSs in China and other countries, we can get some inspiration, which is about support from policies and funds, body for construction and operation, streamlined procedure for permit, and etc.. It can be concluded that we should give more support to METSs of China, which are constructed and operated normatively and internationally. It will help to break down the barriers at the stage of pre-commercialization of tidal current energy and wave energy devices. Technology development and transfer in marine energy will accordingly be promoted.
